Abstract

What we refer to today as “Vizcatan massacre” demonstrates the failure of criminal policies on drug in the last forty years in the region. Also, it shows that terrorism is no longer valid as an expression of ideological social struggles but that it can be used to bury criminal activities related specifically to drug trafficking.
